Brussels Forum: The Foreign Policy of Technology

The transatlantic response to Russia’s invasion of Ukraine has included the United States cutting off exports of its cutting-edge technology to Russia, using techniques previously deployed to address the Huawei challenge. In addition, the United States is considering visas to attract Russian tech workers. Meanwhile, many companies from both sides of the Atlantic have pulled back from Russia voluntarily and have refused to comply with censorship laws. The Trade and Technology Council has built on these cooperative efforts by committing to further cooperation on tech trade and response to war propaganda. What is the future for tech cooperation in the competition with authoritarians?
